Dugger, Fair Selected for College of Education Hall of Fame

The Oklahoma State University College of Education will induct Dr. Cecil W. Dugger and Dr. Jeffrey D. Fair into its Hall of Fame on Friday, May 15, 2015.

Hall of Fame induction is the highest honor bestowed by the College of Education, recognizing outstanding professional and personal achievements that have brought honor and distinction to the college.

Dugger, of Stillwater, holds bachelor’s (1957) and master’s (1958) and degrees in vocational education from Texas A&M University.  He also is a 1968 graduate of the OSU College of Education with an Ed.D. in educational administration and higher education.

Dugger’s distinguished professional career included service as associate professor and interim school head in the college. He served as longtime an ambassador to Kingdom of Thailand and Jamaica to further develop their vocational and technical education systems and has continued as an international ambassador for the university since his retirement. In 2009, Thailand’s The King Mongkut’s University of Technology presented Dugger with the Outstanding International Academic Alliance Award in recognition of his work.

Fair, of Arnold, Md. holds a bachelor’s (1971) in physical education and recreation from Kent State University and also a master’s (1974) in physical education/counseling and guidance from the University of North Dakota. He also is a 1987 graduate of the OSU College of Education with an Ed.D. in higher education - physical education.           

Fair recently retired as associate athletic director for sports medicine at the United States Naval Academy. Prior to his work at the Naval Academy, Fair served as OSU’s athletic trainer. He taught classes at the university and developed the athletic training minor that later became a major program. Although his career has been working with athletes at all levels of play, Fair has also sought solutions to injury prevention and continued play through recovery by creating several devices that have been patented and purchased by mainstream athletic and medical equipment companies.

Dugger and Fair represent the 17th class of Hall of Fame inductees for the College of Education.  For more information about attending the 2015 Hall of Fame event, contact Rachel Potts at
